The Luzerne County Transportation Authority will hold a public hearing in the LCTA’s Meeting Room 315 Northampton St. Kingston, PA on Tuesday, May 26th, 2020 at 4:00 PM. At this meeting, a proposal for a Program of Projects (POP) and a request for financial assistance under the Federal Transportation Act of 1964, as amended, will be considered. Prior to the hearing, the POP will be available for review at the above address from 9:00 AM to 4:30 PM, Monday through Friday and online at www.lctabus.com.

This funding project is for Operating Assistance, Preventive Maintenance, ADA Paratransit, Purchase Bus Shelter, Scenic Beautification/Grounds Maintenance, Tire Lease and Purchase ADP Software. The term of the project is July 1st, 2020 to June 30th, 2021 with funds secured from Section 5307, Section 5307-6, and Section 5339. Activities will take place entirely within the LCTA service area.

There are no negative impacts on the environment because of these projects. Continuation of the operation of mass transit in the LCTA service area will have a positive impact. There are no negative effects anticipated as a result of these projects which are in conformance with land use and transportation planning. All projects assist the patron and employees but do no damage to individuals, businesses and the environment.

A special fare will be charged to eligible disabled persons and a free fare for senior citizens over the age of 65 will continue to be provided during all service hours with no anticipated changes. At the hearing, the Luzerne County Transportation Authority will afford an opportunity for interested persons, agencies and private carriers to be heard with respect to the social, economic, and environmental aspects of the projects. All interested citizens will have the opportunity to give written and oral comments pertaining to listed projects.

After review by the public and a public hearing, if changes are made to the POP the revised version will be available for review at the same location during the same hours for a period of fifteen (15) days. If no changes are made at that public hearing, the POP will then become final.
